Cyprus leader says EU bailout deal could come in 'next few hours'

A solution to Cyprus' bailout crisis within the framework set down by the European Union may be possible within "the next few hours," the deputy leader of the island's ruling Democratic Rally party said on Friday.

"There is cautious optimism that in the next few hours we may be able to reach an agreed platform so parliament can approve these specific measures which will be consistent with the approach, the framework and the targets agreed at the last Eurogroup," Averof Neophytou told reporters.?

The lines at bank cash machines in Cyprus are growing longer and in some cases angrier. The European Central Bank has given the island's government until Monday to find its six billion euro share of the bailout or - it says - it'll pull the plug on the rest of the cash and banks will face collapse. The banks themselves remain closed. Faisal Islam of Channel Four Europe reports.

The news came hours after the Cypriot finance minister left Moscow empty-handed when Russia turned down appeals for aid, leaving the island to strike a bailout deal with the EU before Tuesday or face the collapse of its financial system.

The rebuff left Cyprus looking increasingly isolated, with the deadline looming to find billions of euros demanded by the EU in return for a 10 billion euro ($12.93 billion) bailout.

Without it, the European Central Bank said on Wednesday it would cut off emergency funds to the country's teetering banks, potentially pushing Cyprus out of Europe's single currency.

"The talks have ended as far as the Russian side is concerned," Russian Finance Minister Anton Siluanov told reporters after two days of crisis talks with his Cypriot counterpart, Michael Sarris.

Having angrily rejected a proposed levy on tax deposits in exchange for the EU bailout, Nicosia had turned to the Kremlin to renegotiate a loan deal, win more financing and lure Russian investors to cut-price Cypriot banks and gas reserves.

Wealthy Russians have billions of euros at stake in Cyprus's outsized and now crippled banking sector.

Banks are closed on Cyprus but the ATM's are still dispensing cash as the government tries to avert a financial crisis. NBCNews.com's Dara Brown reports.

But Siluanov said Russian investors were not interested in Cypriot gas and that the talks had ended without result.

Sarris was due to fly home, where lawmakers were preparing to debate measures proposed by the government to raise at least some of the 5.8 billion euros ($7.48 billion) required to clinch the EU bailout.

They included a "solidarity fund" bundling state assets, including future gas revenues and nationalized pension funds, as the basis for an emergency bond issue and likened by JP Morgan to "a national fire sale".

They were also considering a bank restructuring bill that officials said would see the country's second largest lender, Cyprus Popular Bank, split into good and bad assets, and a government call for the power to impose capital controls to stem a flood of funds leaving the island when banks reopen on Tuesday after a week-long shutdown.

'Playing with fire'
There was no silver bullet, however, and Cyprus's partners in the 17-nation currency bloc were growing increasingly unimpressed.

To help pay for the $13 billion European bailout, the government plans to take up to 10 percent from all savings accounts, angering those who say they aren't responsible for the economic crisis. CNBC's Sue Herera reports.

"I still believe we will get a settlement, but Cyprus is playing with fire," Volker Kauder, a leading conservative ally of German Chancellor Angela Merkel, told public television ARD.

There were long lines at ATMs on Thursday and angry scenes outside parliament, where hundreds of demonstrators gathered after rumors spread that Popular Bank would be closed down and its staff laid off.

"We have children studying abroad, and next month we need to send them money," protester Stalou Christodoulido said through tears. "We'll lose what money we had and saved for so many years if the bank goes down."

Cypriots have been stunned by the pace of the unfolding drama, having elected conservative President Nicos Anastasiades barely a month ago on a mandate to secure a bailout. News that the deal would involve a levy on bank deposits, even for smaller savers, outraged Cypriots, who raided cash machines last weekend.

Actor shares heartfelt tale about losing father

We're attracted to celebrities because of their films, television shows, and all the bits of glamour that make up what appears to be an outsized and envious lifestyle. But the times when these people become the most interesting is when that sheen becomes a little penetrable, when they reveal a little bit about their actual human selves. That reveal is exactly what transpires -- in spades -- in a March 20 blog post by actor Dax Shephard that's going viral.

The "Parenthood" star took to his Tumblr and wrote about losing his father Dave Robert Shepard Sr. to cancer on "December 30th or December 31st, depending on what time zone you were in." The post, titled "My Father's Horniness," speaks beautifully about how Dax helped his father fight and ultimately succumb to cancer -- and gets to the fact that the senior Shepard had a way of charming women right to the end (as you might have sensed from the title).

"It was the only project we ever teamed up on," Dax wrote about helping his dad cope. "We never built a tree house or a soap box derby car together, but you would have never known it by watching us tear through chemo decisions and radiation plans."

Dax and his father's relationship hadn't always been so great. Like so many, their path smoothed out when they found themselves with a new, unwelcome common cause: to "get into the end zone gracefully," as Dax put it.

The actor, based in Los Angeles, made frequent trips to Detroit over the course of his father's final four months. The two did stuff that mattered for the last time: they visited the old houses they once lived in, ate at Dave's favorite restaurants a last time. They apologized, shared tears and hugs. "I spent the majority of our time together running my hand lightly over the tiny little hairs peaking out from the back of his soft, bald head. He let me do that for hours. Without any awareness of it at the time, the trips home turned into a proper Alexander Payne Movie. It became one of the more beautiful experiences of my life," Dax wrote.

Among the most poignant vignettes is Dax's story about his wife, actress Kristen Bell, who while pregnant with their baby, surprised father and son in Detroit. This was toward the very end; Dave was no longer able to do much of anything -- not even speak. She lifted her shirt so he could put his hand on her belly, over his unborn grandchild, and "he left it there for the better part of an hour. He was smiling from ear to ear, sitting contently, unable to put together a sentence, but still capable of connecting to the new family member we were creating."

But the story doesn't end there. Read it for yourself, and learn a little bit more about the man who was making nurses smile until the end, about a father and son who made peace, and a life -- while not perfect -- that was well lived and loved. As one user who re-blogged the post put it, "I never thought I?d get teary eyed over something having to do with Dax Shepard. Yet here I am at work, trying to hold back the waterworks."

And on Thursday, Dax took to Twitter to convey his appreciation for how fans received his writing. "Reading all of these beautiful responses has been overwhelming in the most glorious way. Thank you to everyone who read and shared back."

It sounds as if there are tiers?of service available beyond their standard Mediacom Prime which is 15 Mbps; they?offer Prime Plus speed at 30 Mbps (down) x 2 Mbps (up). They mentioned to me that more and more people are starting to take advantage of the higher level services, which I think helps indicate that while build and they will come may not work for minimum speeds ? folks will upgrade with less coaxing once great bandwidth is available.

'Chinese Girl' painting coming home to SAfrica

JOHANNESBURG (AP) ? Vladimir Tretchikoff's iconic painting "Chinese Girl," said to be one of the most reproduced in the world, is coming home to South Africa after more than half a century in a private Chicago collection, Bonhams auction house announced Thursday after a record sale.

The picture of the beauty with a green-hued skin, ruby-red lips and luscious black hair, which features on mugs, T-shirts, posters and wallpaper, sold Wednesday for 982,050 British pounds (nearly $1.5 million) ? double the expected price and a record for Tretchikoff or any South African artist, according to Giles Peppiatt, director of South African art at Bonhams.

"This was an exceptional price for a work which really does merit the word 'iconic,'" Peppiatt told The Associated Press. "And it's very happy news to hear that it is going home."

Bonhams was packed to standing room only Wednesday with about 120 buyers, interest having been generated by putting the painting on display in recent months in South Africa, the United States and Europe. But the winner of the auction was on the phone and only allowed his identity to be revealed shortly before the sale was sealed. He is British diamond jewelry magnate Laurence Graff, who told Bonhams that the painting will be displayed at the Delaire Graff wine estate outside Stellenbosch in the Cape Winelands, which includes luxury lodges decorated by other works in his art collection.

Manchurian-born Tretchikoff escaped from Soviet Russia and emigrated to South Africa after World War II. Along the way he lived in Shanghai, where he worked as an advertising and commercial illustrator in the 1930s. His official website says the artist started the famous portrait in Java in 1946.

But biographer Boris Gorelik, for this forthcoming book "Incredible Tretchikoff," came from Russia to South Africa in search of the inspiration for the painting, and in 2010 discovered Monika Sing-Lee in Cape Town. She told him Tretchikoff spotted her while she was working at her uncle's launderette at Cape Town's upscale Seapoint suburb, and begged to paint her. She said she was paid about 130 pounds, at today's prices, for two weeks of modeling. In an interview posted at an online blogspot, Gorelik comments on the unmistakable resemblance between the painting and photographs of Sing-Lee in 1952.

Tretchikoff wrote that "Somehow perhaps I caught the essence of Chinese womanhood," in his biography "Pigeon's Luck," co-written with Anthony Hocking. "I had a lot of experience to draw on. ... My mind and soul went into this painting, and perhaps there lies the explanation for its success."

He claimed to have sold half a million large-format reproductions of the portrait.

Tretchikoff sold the painting while touring the United States in 1951 to Mignon Buehler, the teenage daughter of a Chicago businessman. She paid $2,000, then considered a lot of money, Bonhams said. The painting was sold by Buhler's daughter, the auction house said without identifying the seller by name.

Wednesday's sale outperformed two longtime leaders in South African art at auction, Peppiatt said, citing "Landscape Stellenbosch" by Jacob Hendrik Pieerneef sold for 713,250 pounds, and Irma Stern's "Congolese Beauty" for 541,250 pounds.

"Chinese Girl" sometimes is called the "Mona Lisa of kitsch," angering Tretchikoff who insisted he was a serious artist.

He died in Cape Town in 2006 at the age of 92.
