U.S. and EU push for progress in troubled Balkans

SARAJEVO (Reuters) - Europe and the United States teamed up on Tuesday to press Bosnia, Serbia and Kosovo to overcome the legacy of Yugoslavia's bloody collapse as a condition of closer integration with the West.

"If you do not make progress you will be left behind," U.S. Secretary of State Hillary Clinton warned at the start of a trip to the region with EU foreign policy chief Catherine Ashton.

NATO member Croatia will follow Slovenia in joining the 27-nation EU next year, but accession is a very distant prospect for the other five countries carved from federal Yugoslavia in the 1990s.

In Bosnia, where 100,000 people died in a 1992-95 war, Clinton urged rival Serb, Muslim and Croat leaders to overcome ethnic infighting that has stalled reforms sought by the EU and NATO, "for the sake of the young people of this country".

In Serbia, Clinton and Ashton called on the government to mend relations with Kosovo, the former Serbian province where ethnic Albanians declared independence in 2008 with the backing of the United States and major European powers.

"This is good for Serbia and it is good for Kosovo," said Ashton, who is leading a push for agreement in EU-mediated talks.

Serbia rejects the secession, and some Serb leaders still hold out hope of retaining a small northern region of Kosovo populated by Serbs and controlled from Belgrade.

CRISIS HURTING EU INFLUENCE

Clinton, whose husband Bill Clinton wrestled with the wars in Croatia, Bosnia and Kosovo as U.S. president, said this would not happen.

"Kosovo is an independent nation," she said after meeting President Tomislav Nikolic and Prime Minister Ivica Dacic.

"The borderlines of Europe will not change. But there is still a great deal that can be accomplished by Serbia and Kosovo working together.

"I understand that this is difficult. But it goes hand in hand with meeting the needs of the Serbian people."

The West invested heavily to cement peace and stability in the former Yugoslavia, using the pull of NATO and EU membership to reconcile foes and encourage reform.

But progress has been patchy. The debt crisis in the euro zone has contributed to a growing sense of resistance among some EU members to further enlargement, and hurt the bloc's influence in the Balkans.

"The euro crisis and the EU's diminishing ability to win hearts and minds threaten to both marginalize and fragment the western Balkans," Dimitar Bechev wrote in a policy brief for the European Council on Foreign Relations think-tank.

While Croatia will join the EU next year, others are at least a decade behind. Bosnia has yet to apply for membership, its development hostage to opposing visions of its future.

Bosnia's Muslims want the central state strengthened, but are opposed by leaders of the autonomous Serb Republic who frequently threaten to secede.

Clinton said such threats were "totally unacceptable" and a distraction from the real problems facing the country.

The Muslim chairman of the rotating Bosnian presidency, Bakir Izetbegovic, said the EU and U.S. investment in Bosnia's future would be "preserved and protected".

"We have to finally turn toward and focus on building a joint future in this country," he said.

Clinton and Ashton flew to Kosovo late on Tuesday ahead of talks on Wednesday. Clinton, who is expected to step down as secretary of state early next year, will then continue to NATO allies Croatia and Albania.

Two years ago, the mobile landscape was quite different than what it is today. Android flagship phones sported 1GHz single-core CPUs and were in the process of upgrading to Froyo, the iPhone 4 was the Apple phone of choice and the word "phablet" was sure to be followed by a "Gesundheit." (It still is, arguably.) This is just a brief glimpse at the world in which Microsoft's Windows Phone 7 was born. Destined to be the replacement solution for an obsolete Windows Mobile 6.x platform, WP7 did its best to disrupt the industry by offering its unique Metro user interface and slick performance across the board.

There was one growing problem, however; the mobile industry was rapidly changing, and the Windows Phone honeymoon didn't last as long as Microsoft would've liked. Today, the company enjoys less than 5 percent of the world's smartphone market share as it prepares to launch its next major revision, Windows Phone 8. The new firmware promises to resolve concerns surrounding hardware limitations and the platform's ecosystem, add a plethora of long-awaited features and integrate the OS with Windows 8. It's a hefty task for Microsoft to undertake, to say the least, but we're hoping that two revolutions around the sun were enough for the software giant to impress us with its struggling mobile platform. Easter Island Statues Might Have Been "Walked" Out of Quarry

A contentious theory was recently put to the test with an almost life-size replica

Easter Island?s gargantuan stone statues walked. That is the controversial claim from archaeologists who have demonstrated the feat with a 4.4-tonne model of one of the baffling busts. They describe their work in the Journal of Archaeological Science.

Nearly 1,000 statues litter Easter Island's 163 square kilometers, with the largest weighing 74 tons and standing 10 meters tall. Much about the megaliths is mystery, but few of the enigmas are more perplexing than how the statues were shuttled kilometers from the rock quarries where they were carved.

Archaeologists have proposed that the Polynesians who settled Easter Island 800 years ago or more laid the statues (called moai) prone and rolled them along on logs. That idea supports the theory that the settlers, known as Rapa Nui, became so obsessed with statue-building that they denuded the island of its forests. In his book Collapse (Viking, 2005), Jared Diamond, a geographer at the University of California, Los Angeles, touted Easter Island as the poster child for a civilization that blew through its natural resources and folded.

?It?s a great story but the archaeological evidence doesn?t really support it,? says Carl Lipo, an archaeologist at California State University, Long Beach, whose team instead proposes that the Rapa Nui 'walked' the moai by rocking them from side to side, as one might move a refrigerator.

Made to walk
Some statues are found on stone pedestals; others are in incomplete forms along roads or in a quarry. The incomplete statues ? which Lipo says would have been modified once they reached their pedestals ? lean noticeably forward, in a posture that doesn't lend itself to horizontal transport, says Lipo. Broken moai along roads, which were presumably abandoned, also point to vertical transport. On roads that slope upwards away from the quarry, the statues lie on their backs, whereas downwards-sloping roads tend to be littered with face-planted moai, Lipo notes.

Lipo and Terry Hunt, an archaeologist at the University of Hawaii in Honolulu, noted these points in their contentious book The Statues That Walked (Free Press, 2011; see 'Anthropology: Head to head'). A US television program later asked the pair to test their hypothesis with a life-size model. With the help of a ship-building company, they constructed a 3-metre-tall concrete model of one of the statues.

The researchers had no clue how to get the model walking. ?An aeronautical engineer can explain why a plane flies, but you don?t want one flying a plane,? says Lipo. ?Here we have this giant 5-ton thing, now figure out how it actually moves. It was quite frustrating.?

The statue could not stand on its own and had to be rested on supports. But after several trying days, a team of 18 people chanting ?heave-ho? managed to get the thing walking with three hemp ropes ? one tied to it from behind to keep the statue from falling on its face and two on either side (see video). ?It really hauls,? says Lipo: the team got the statue to travel 100 meters in under an hour. Lipo suggests that a small number of people working part time could efficiently transport moai, questioning a scenario in which Easter Island's population ballooned and later crashed, as Diamond and others have proposed.

Tamera Mowry Speaks on Sex Before Marriage ? AMARIE ADHIS

So much has been said about whether or not to remain celibate before marriage. Times have changed, people?s views have changed, and even social standards for relationships have changed. Through it all, some people prefer to hold fast to tradition and keep sex within the marital institution. I think it?s remarkably difficult, but as some have proven, it?s something that can be done.

Ebony Magazine recently caught up with newlywed Tamera Mowry?Housley and it looks as though she is quite passionate about ?no sex before?marriage?. She? revealed to the publication that she was? abstinent before she got married to Fox News Anchor Adam Housley and she? does not believe a couple should live together before marriage.

EBONY: Tamera you mentioned in an interview that you and [your husband, Fox News Correspondent] Adam [Housley] not only didn?t live together, you also remained celibate until you married last year. Why did you choose that route and do you have any advice for your fans who are trying to follow in your footsteps in that regard?

TAMERA: Adam and I took a break from dating for about a year. We missed each other and something was drawing us together, but more than that, we wanted to make sure that this relationship was what God wanted for our lives.? [In order to know] if we are meant to be together, we said, ?it?s got to be God?s way and not our way.? We didn?t want to half-step anything [or have clouded judgment]. So our right way was the way we felt God wanted us to do it which was being celibate. We said to God, ?This is who we are, I know you take us as we are, our faults, our fears, our joys, our hope as a couple and have your way.?

I tried the ?missionary dating? [in the past] where you have a person with a great heart who you think is perfect and wonderful except for this one important area that you try to change. That?s unfair to that person. That person needs to be who they are 100%. And it?s unfair to you. You don?t want to drag somebody to church with you. My husband wakes up on Sundays and says ?Hey, are we going to church today?? It just makes [waiting] all worthwhile. I dated guys who did not share those same beliefs and it was hard. There were many nights of heartbreak and crying, and that?s not what God wants for us.

But if you want to be celibate, definitely don?t live together [laughs] because that makes it harder for you. Have people around you to keep you accountable! Surround yourself with people who support your decision, because they?re only going to root you on. Make that covenant with God and with each other and just let go. God is going to see you through the difficult times. Whenever you?re feeling discouraged just pray together. Like I said it?s not going to be a perfect journey, but you just have to keep God the center of your relationship.

Before Meagan Good tied the knot with her Sony Pictures Executive husband? DeVon Franklin, she was very open about their devout Christian faith and how?they both had decided to remain celibate until they got married. What many don?t? know though, is exactly how long DeVon had actually been celibate for.?Earlier this month? in an interview with Global Grind, he recently revealed that he was able to? abstain from having sex for over 10 years! Now, that?s what you call? discipline!

She was celibate before we got together and I was celibate. You?re not going? to believe me. Let me just put it this way, [I've been celibate] over ten? years.? Part of what I also do is preach and the thing that I couldn?t do,? which was eating me apart?What was happening with? me is that I would go and preach one thing but I was going and living another? and I could not do it. I could not look at myself in the mirror. I was like, ?No, I cannot live like this,? so I had to stop and say, ?You know what, until I? get married, that?s off the table.

Before their wedding, Meagan and DeVon chatted to Sister 2 Sister Magazine about their engagement, as? well as the reports that they will not be having sex with each other until their wedding night.? Devon expressed that? he hoped their union would be an inspiration to other couples, while Meagan said? that removing the physical and intimacy from the relationship gave them a chance to really get to know each? other and what they were getting into.

Devon: We want our marriage to be one of truth, one of love,? and hopefully model God?s love. In reality we?re not perfect. But we are? striving to live a life of Christ. We are striving to be an example of what his? life looks like on this earth, and hopefully through our union people will be? inspired, people will see themselves in us.

Meagan: The relationship is completely different. When you know somebody and you know their heart, it?s not? even a question about the physical part of it that comes into play completely later on. You really just get a? chance to understand what you?re getting. You don?t just want to be with this? person on Friday night, but Saturday afternoon too. That?s just icing on the? cake.

Back in 2010,?Necole Bitchie spoke to Lance Gross?and he had?a different view when it came to ?living together before marriage?:

Necole Bitchie:: I don?t know if I?d move in with a guy? before the ring. It?s like ?Why buy the cow when you can get the milk for free??

Lance Gross: I?m not going to put a ring on your finger?until I live with you. I have to know you inside and out. So it?s not going to? work if you got that mindset?

Necole Bitchie:: Lebron James lives with his kids? mother? and he once said, ?If she?s living with me, she?s my wife? [but he hasn't bought? the ring].

Lance Gross: You can definitely get it twisted. If she?s? cooking for you, cleaning up after you and doing your laundry, that?s a role of? the wife. It?s the woman?s job to hold out on certain things and save something? for the marriage. You can give little hints of it but you can?t do it all? because a man will get comfortable. Don?t take on the role of a wife unless you? are married. As a man, why take the vows if you already got it?

I really am conflicted about this one. Sex is a really HUUUUGE part of any relationship and not just for the men. Women rank it quite high in their list of priorities as well. When I was in pre-marital counselling, sex was cited as?one of the causes of conflict or divorce in marriage. Life would be so much simpler if there was a blood test for sexual compatibility. Unfortunately there isn?t. The only way to tell if you are sexually compatible is to?..well, have sex! So what happens if, after marriage, you find out that he or she doesn?t quite do it for ya? Let me tell you what happens. You?ll be stuck. Society does not look too kindly on people who divorce their spouses ?just because the sex sucks.? So you?ll be one very stuck and very unhappy person in your very short life.

Also, I hate it when people start putting rules or boundaries in their relationships. When it comes to love and romance, I like to be adventurous. That?s why they call love a rollercoaster. You?re meant to go with the flow. Don?t limit yourself. When it feels right to have sex, don?t stop yourself because of some rule you think you should follow. Do it because it feels right or don?t do it because it doesn?t feel right. It?s similar to the woman who won?t date a man who does not open car doors for her. While you?re waiting for him to open doors, you might be missing out on something else very amazing about him.

And then we come to the inevitable question: What happens to those who are not?going to get married, or even legally can?t get married? The instruction to wait forever to experience a fundamental human pleasure is pointless and cruel. If you can go celibate, then do it. Just let it be about more than just celibacy. Make it mean something.

Most adults will have a great many important relationships in their lives ? some of those relationships will be romantic, and some of those will be sexual. That?s a good thing: our relationships with other people, sexual or not, are how we grow, evolve and learn about ourselves. They?re how we figure out what love is, what we like physically and emotionally, and how to negotiate our own needs with someone else?s. Despite the claims of the wait-till-marriage camp, waiting to have sex won?t protect you from heartache, frustration or love lost. But a variety of fulfilling relationships, sexual and not, will make you a more well-rounded, compassionate and self-assured person.

Thinkbox Software has launched Cinelab, a new free video-editing app for Windows 8 devices.

Cinelab is novel in two regards: first, it?s the most consumer-oriented tool we?ve seen from Thinkbox, previously best known for tools like Deadline and Krakatoa; and second, it?s one of the first such tools solely for Windows.

(At time of writing, Microsoft?s new Windows 8-based Surface tablet is due to go on sale in just over an hour.)

The interface draws inspiration from Windows 8?s Modern UI, and focuses on ease of use. The feature set is very basic, but you can upgrade it for $1.99.

As yet, we can?t see any information online about what happens when you do, but we?ll update if we hear more.

Syrian army announces 4-day truce

BEIRUT (AP) ? The Syrian military says it will cease military operations for four-days starting on Friday in observance of a major Muslim holiday.

In the announcement read on state TV on Thursday however, the army said it would still respond to gunfire or roadside bombs and keep rebels from bolstering their positions or getting supplies.

The international envoy to Syria, Lakhdar Brahimi, proposed the four-day cease-fire for Eid al-Adha, saying it could lead to a longer truce and political negotiations between the sides.

Rebel forces have dismissed the idea, saying they don't trust the regime of President Bashar Assad to stick to its promises.

Both sides have violated previous cease-fires after agreeing to them.

Activists say more than 35,000 people have been killed since the uprising against Assad began in March 2011.

In a tropical cyclone, strong uplift of air pushes the tops of thunderstorms high into the troposphere. When that strength wanes, the cloud tops drop and become less cold. That's because the higher you go in the troposphere, the colder it gets. NASA satellite infrared data has revealed that Tropical Storm Tony's cloud top temperatures are warming and the storm is weakening.

The Atmospheric Infrared Sounder (AIRS) instrument aboard NASA's Aqua satellite captured infrared imagery of Tropical Storm Tony on Oct. 24 at 12:17 p.m. EDT that showed the strongest thunderstorms east of the center of circulation, but cloud top temperatures are warming. Those thunderstorms are reaching high into the troposphere where cloud top temperatures are as cold as -63 Fahrenheit (-52 Celsius). The cloud pattern in Tony is also becoming less organized.

On Oct. 25, 2012 at 5 a.m. EDT Tropical Storm Tony had maximum sustained winds near 45 mph (75 kph). Tony was moving to the east-northeast near 23 mph (37 kph) and this general motion is expected to continue during the next couple of days. Tony's center is far from land, about 835 miles (1,345 km) southwest of the Azores Islands near 30.4 North latitude and 38.4 West longitude. Tropical storm force winds extend outward up to 105 miles (165 km) from the center.

According to the National Hurricane Center discussion of Tony, "the southwesterly winds have not substantially separated the surface circulation from the convective canopy, although a combination of the shear and cooler waters has weakened the deep convection."

The National Hurricane Center expects Tony to start losing tropical characteristics today and dissipate over the weekend of Oct. 27 and 28.

The painting, entitled "Abstraktes Bild (809-4)," was initially?projected to fetch up to $19 million.

People with severe psoriasis nearly twice at risk for diabetes

ScienceDaily (Oct. 15, 2012) ? An analysis of 27 studies linking psoriasis in 314,000 individuals with diabetes has found strong correlation between the scaly skin rash and the blood sugar disorder that predisposes patients to heart disease, say UC Davis researchers who led the review.

The findings appear in the Archives of Dermatology.

"Our investigation found a clear association between psoriasis and diabetes," said April Armstrong, assistant professor of dermatology at UC Davis and principal investigator of the study. "Patients with psoriasis and their physicians need to be aware of the increased risk of developing diabetes so that patients can be screened regularly and benefit from early treatment."

Psoriasis is a common skin problem that tends to run in families. It causes a raised red, flaky and sometimes itchy rash, often on the elbows and knees, although it can appear anywhere. It is believed to be an autoimmune disease, in which the body regards its own skin as foreign and mounts an inflammatory response.

Armstrong and her colleagues combined data from 27 observational studies of patients with psoriasis, in what is known as a meta-analysis. Five of the studies assessed the incidence of diabetes -- that is, how many patients with psoriasis developed diabetes during the course of a study, which ranged from 10 to 22 years. The other studies assessed the prevalence of diabetes -- how many patients already had diabetes at the outset of a study. Altogether, the studies evaluated more than 314,000 people with psoriasis and compared them to 3.7 million individuals (controls) without the disease.

Some of the studies classified patients by disease severity. The aggregate data for these studies showed that patients with mild psoriasis are over 1.5 times more likely to have diabetes than the general population while those with severe disease are nearly twice as likely. Among studies that assessed incidence, patients with psoriasis had a 27 percent increased risk of developing diabetes compared with the general population.

All but one study analyzing incidence found a link between psoriasis and diabetes. These studies included patient data from outpatient clinics, insurance claims and hospitals. Diabetes rates were similar in patients despite ethnicity or country where the study was conducted.

"The large sample size and consistent association between psoriasis and diabetes make these study findings very strong and suggest an underlying physiological link between the two diseases," said Armstrong, who directs the Dermatology Clinical Research Unit at UC Davis and the teledermatology program.

While additional research is need to understand how the two diseases are associated, Armstrong believes altered immune pathways may make psoriasis patients more susceptible to developing diabetes.

"There is evidence that fat cells in psoriasis patients may not function normally," she said. "These cells secrete inflammatory substances known as cytokines that increase insulin resistance in the liver and muscle and initiate destruction of insulin-producing cells in the pancreas."

Additional research will also clarify other potential limiting factors in the current study. For example, the study's authors noted that epidemiological or observational studies can be susceptible to confounding factors, such as concurrent medications used to treat psoriasis that may modulate the risk of developing diabetes.

Armstrong's study adds to a growing body of research that shows psoriasis is not just skin deep. "We know patients with psoriasis and hypertension tend to require more aggressive therapy to bring their blood pressure under control," said Armstrong. "We also know that psoriasis patients have higher rates of heart attacks, strokes and cardiovascular-related deaths than the general population. Primary-care physicians need to be aware of these underlying predispositions to disease to provide the best care to their patients."

Armstrong and her colleagues plan to examine endothelial cells -- cells that line blood vessels -- to better understand the underlying physiological basis of psoriasis. They also are collaborating with other research institutions to develop a network to share clinical data on patients with psoriasis.

There are other symptoms associated with sleep apnea. Those associated with sleeping including profuse sweating during sleep, gasping or choking, unusually loud snoring and waking suddenly and/or frequently to catch breath. By the way, if the doctor ever asked, or if the paper you filled out for him or her asked if you had nighttime sweats, sleep apnea was one of the things they were looking for.

If you have sleep apnea, when awake you may experience an inability to focus, concentrate and/or remember facts. Sleep apnea can also cause morning headaches and a sore throat or dry mouth upon awakening. You may notice your attention span getting shorter and your judgment and problem-solving abilities may not be as before. You may also experience mood swings or depression. Impotence and weight gain are also symptoms of sleep apnea.

Quick comment on that last statement: Weight gain can be a cause of impotence and sleep apnea, so a vicious circle can be established.

Those individuals who do have undiagnosed and/or untreated sleep apnea can suffer other consequences including an increased risk of becoming involved in driving-related accidents and a reduced ability to carry out their work-related functions.

The word "apnea" is actually a Greek word meaning "without breath".

In one type of sleep apnea, the muscles found inside the windpipe which are located at the back of the throat soften and as they soften, they relax, causing a blockage inside this airway.

OBSTRUCTED SLEEP APNEA

Because these unnoticed but very important muscles support the tongue, tonsils or uvula, a weakness of the muscles supporting these body parts can also cause the blockage. The blockage prevents an adequate supply of air from entering normally. The most common form of sleep apnea is referred to as OSA or Obstructed Sleep Apnea.

Sleep apnea comes in light cases, really bad cases, and every type inbetween. Sometimes something as simple as exercises for sleep apnea, can do the trick as can weight loss...two of the most common home remedies for sleep apnea.

CENTRAL SLEEP APNEA AND MIXED APNEA

With a far less common form of sleep apnea, Central Sleep Apnea, here is no blockage as in OSA. Instead, for some reason, the individual's brain is not able to send the messages necessary to instruct the appropriate muscles to carry out the breathing processes. When blocked airways (obstructive sleep apnea) and loss of brain control (central sleep apnea) occur simultaneously the resulting form of sleep apnea is called Mixed Apnea.

Several factors are believed responsible for causing sleep apnea. The largest group at risk is males aged 40 or older. As mentioned earlier, being overweight is an aggravating factor, as is smoking, overuse of alcohol and sedative use. An irregular sleep schedule, family history of sleep apnea, nasal congestion, snoring and problems with the tonsils, adenoids, tongue, chin, septum, vocal cords can all contribute to sleep apnea.

The only way to really find out if you have sleep apnea is to have a sleep study done. This is not complicated, and most health insurance plans will cover it. For someone who does have sleep apnea, such a simple test can be a lifesaver. For the test, you just show up, get some monitors attached, and go to sleep. The medical team does the rest. "Rest" Get it?

Okay, bad joke, but, getting treatment for sleep apnea if you do have it can be a real lifesaver.
